well its apart of the stages he can twist the loose strands then again be extra careful with the constant loc and hand disease. Those babies are delicate to much maintenance can be horrible for the hair. If he had two strand twists he could use a crochet needle and sew the strands in the loc.
fuzziness is part of the "ugly stages" dreads go through before they start to lock. You can try honey in the gel I used that on my locs. I started my bday with two strands didn't like them redid them to finger coils I mixed honey in the gel so far so good. I'm expecting the frizzies any day now.

Yeah tell him to try to curb that loc n hand situation. If he is constantly putting his hands in his hair/ it will frizz up if you can purchase him or have him order a loc soc. You can make one with some stretch satin fabric and just sew up some in different sizes his locs will grow.

1. Keep his hands out of his hair
2. Ret-wist the strands if its a must/ a lot of them
3. Have him wrap his hair up at night with a loc soc/bonnet
4. Its a natural process it is what it is Wink
